      Abstract

      Following the Constitutional Court ruling that declared the eligibility criteria for universities to join free higher education arbitrary and discriminatory (since they imposed no requirements on Cruch universities—those of the Council of Rectors of Chilean Universities—while doing so for private ones), the enacted "short law" (ley corta) defined, at the end of last December, the group of institutions that ultimately entered the system.
