    When everything seems to indicate that in the coming weeks the Government will finally submit the long-delayed Higher Education reform bill to Congress, and given the scant publicity that the Ministry of Education (Mineduc) has given to the bill's contents, in these pages we will attempt to analyze what its basic guidelines will be, based on what has leaked to the press.
