One of the most debated points in recent months regarding free tuition in higher education is—besides the question of which institutions qualify and which do not—the government's apparent intention to transform a “demand-driven” system into a “supply-driven” one, in which funding will depend mainly on basal (direct institutional) grants to universities. Regardless of the fact that this supposed “paradigm shift” cannot be carried out for the time being, we believe it is worth reflecting on what kind of changes it would entail for the higher education system.
