The following paragraph from the recent Regional Economic Outlook for Latin America and the Caribbean released by the International Monetary Fund appears to have surprised some readers: “In countries with a relatively low tax burden (Chile, Mexico, Peru), efforts to mobilize fiscal revenue are needed in order to address the region's social and infrastructure needs, such as still-high levels of inequality and the unmet needs of a rapidly expanding middle class.” Continue reading...
