      Abstract

      Since the creation of the Senior Public Management System (Sistema de Alta Dirección Pública, SADP) in 2003, public agencies with first-tier (I) and second-tier (II) positions have progressively been added. Thus, whereas in 2004 the positions covered by the system totaled 688, in 2018 they number 1,162 across 131 agencies, of which 126 are tier I positions and 1,043 are tier II positions.
